The main purpose of the role is to lead and manage the successful delivery of multiple projects across the dedicated programme of work for  the Alliance change programme, in line with agreed objectives ensure the successful delivery of allocated projects and programmes, ensuring all appropriate governance arrangements are in place and followed.

Main Responsibilities:

Direct and manage a team of Change and Project Managers and change programme activities ensuring the relentless focus of the services delivered in terms of personal and professional contribution to supporting delivery, understanding operational performance and resolving performance challenges both within the allocated programmes and across Warwickshire and West Mercia change portfolio.

To develop, plan and manage the delivery and transition of business change programmes and projects using Alliance Change Methods and prepare relevant programme documents at each stage.

To identify stakeholders at each stage of the programme and produce, implement and manage a stakeholder engagement, communication and quality plan.

To ensure that appropriate level of resources are identified and secured to enable programme and project delivery into service.

To ensure that benefits management is an integral part of the programme and that benefits are identified, planned and measured and that there is a clear understanding of impact on the business area

 

To monitor overall progress of the programme, identifying and resolving issues and ensure that interdependencies within the same and other programmes/projects are proactively identified and managed in a timely manner.

To identify, monitor and manage risks and issues ensuring they are resolved in a timely manner and the appropriate corrective actions are implemented and/or escalate risk to Programme Board or Transformation Board as appropriate.

To report progress of the programme and expenditure to the Programme Board and Transformation Board as required and in line with governance requirements and standards.

To provide ongoing management support for project managers and project teams, to ensure they improve the quality of delivery of projects and meet key milestones and Key Performance Indicators.

To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required. 

Experience/Skills:  

Knowledge:

Degree / Level 5 qualification in a relevant subject

Professionally recognised programme management qualification (e.g.  MSP practitioner)

A sound knowledge and understanding of commercial and procurement processes

A sound knowledge and understanding of change and transition  processes

Expert Knowledge of techniques for planning, monitoring and controlling programmes

Good understanding of the procurement process including negotiation with third parties

Good knowledge of budgeting and resource allocation procedures

Extensive Change planning and assurance knowledge (e.g. CoBIT).

Experience:

Significant experience of the management of programme and project whole life costings and benefits realisation

Experience of leading a team and managing staff in a large complex multi faceted organisation

Experience of risk management practices

Proven experience of managing change

A track record of developing strong working relationships with a wide number of internal and external stakeholders including reporting bodies, senior executives, professional advisers and suppliers

Proven experience of obtaining business briefing information, negotiating and rationalising requirements in line with organisational requirements

Key Skills:

Proven ability to plan, organise and deliver programme of projects within governance frameworks

Demonstrate ability to think strategically and lead the development and delivery of organisational wide business change programmes

Effective Negotiation and influencing skills

A high level of oral and written communication skills

Expert use of ICT in particular the Microsoft Project software

Sound business case development and approvals skills

Outcomes delivery and assurance skills
